This program is a re-design of the original "Vial of Life" initiative and is intended to provide Emergency Responders with quick access to their patient's pertinent medical information in the event of an emergency.</p><p>The file is a magnetized pocket that should be placed on your refrigerator door. The file will be easy to locate and will ensure Emergency Responders have better information on medical issues in the event that the patient is unable to provide it themselves. Honour Guard | Honour Guard | <p>The County of Simcoe Paramedic Services Honour Guard (CSPSHG) consists
of active and retired paramedics within our service who volunteer their time
and efforts to Honour Guard activities.
The Honour Guard represents the County of Simcoe Paramedic Services at
various events and hosts fund raising activities, including the Annual Honour
Guard Ball.<br></p><h2>Mission Statement<br></h2><p>It is the mission of the County of Simcoe Paramedic Services Honour Guard to create a strong, positive public awareness of paramedicine, instill pride, professionalism and honour to the Paramedics of Simcoe County, and increase the professionalism of the service.</p><p>To demonstrate respect for fallen comrades of the Paramedic, Police, Fire and Military communities, through ceremonial and Parade functions, within the province of Ontario, across Canada and internationally.<br></p><h2>Vision Statement<br></h2><p>It is the vision of the CSPSHG to elevate the status of the County of Simcoe Paramedic Services and the Paramedic community at large by the provision of a strong public image in ceremonial events. This is accomplished by presenting a professional, recognizable uniform presence accompanied by proficient, unified drill performances with an approachable demeanor following the event.<br></p><h2>Action Words and Motto</h2><p>The Action words of the HG are “Duc, Honora, Conserva, Extolle," (Lead, Honour, Preserve, Promote,).<br></p><p>Our Motto is “Honorabiliter Duc, Conservator, Et Omnia Extolle" which translates to: "Lead honourably, you who preserves, and promote all things."<br></p><h2>History of the County of Simcoe Paramedic Services</h2><h3><br>2003<br></h3><p>The CSPS HG was formed and consists of both active and retired paramedics on a volunteer basis. The team is dedicated and committed to representing not only the Paramedic Services but also the County of Simcoe. </p><h3>2004<br></h3><p>August 9 was the Inaugural Peacekeepers' Day, Angus, Ontario. CSPSHG was given the honours of leading the parade and marching in the colours (flags). They also presented United Nations flags to two local families of fallen soldiers.<br></p><p>*CSPS HG continue to support and attend Peacekeepers' Day on August 9th of each year.<br></p><h3>2005</h3><p>Funding was established by the County of Simcoe with an initial contribution of $5,000 and $2,500 annually commencing in 2006. </p><h3>2009</h3><p>CSPSHG Member B. Valentine was one of the founding members of what is now known as Alliance of Canadian Paramedic Honour Guards.<br></p><p>*CSPSHG Member F. Spiegelberg currently sits on the board of directors for the Alliance of Canadian Paramedic Honour Guards.</p><h3>2017</h3><p>The CSPSHG was presented with the John Graves Simcoe medal of excellence from MP Alex Nuttall, in celebration of Canada's 150th birthday, to recognize those who have gone above and beyond to serve our community and/or country.</p><span><h3>2020-2023<br></h3></span><p>Due to the COVID-19 pandemic, the Annual Paramedic Ball was been cancelled from 2020 - 2023. Bill 23 received Royal Assent on November 28, 2022. The overall stated purpose of Bill 23 is to introduce several legislative changes intending to increase housing supply throughout Ontario and to achieve the Province's goal of 1.5 million homes in the next 10 years. </p><p>Many of the changes proposed to the various Acts are significant, and as a result, lead to modifications to the MCR project. As an example, the following changes will come into force on proclamation, on a date yet to be named by the Lieutenant Governor: </p><ul style="list-style-type:disc;"><li>Legislated planning responsibilities to be removed from certain upper-tier municipalities including Simcoe County resulting in a new status as an “upper-tier municipality without planning responsibilities".</li><li>The Official Plan of certain upper-tier municipalities including Simcoe County would no longer exist, but rather become part of the lower-tier municipal Official Plans. </li></ul><p>Since the purpose of the MCR is to prepare a new County Official Plan that conforms to the policies and schedules of the Growth Plan, it is now unclear how the MCR will ultimately be completed and to what extent the County of Simcoe will remain involved, since the County Official Plan will cease to exist due to changes from Bill 23. In light of the provincial initiatives, key questions have arisen relating to the scope of the MCR work, and who will be responsible to bring the project to conclusion. Despite these unknowns, County Planning staff will remain actively involved with the MCR for the time being, and continue to monitor the status of the adopted County Official Plan Amendment No. 7 (Municipal Comprehensive Review Phase 1 Growth Management). </p><p>The Province is also currently undertaking a housing-focused review of A Place to Grow: Growth Plan for the Greater Golden Horseshoe (Growth Plan) and the Provincial Policy Statement (PPS). The review is focusing on potential integration of the PPS and the Growth Plan into a new single province-wide planning policy document. Depending on the outcome of this exercise, future policy changes may also fundamentally change the purpose and scope of the MCR. </p><p>As further clarity emerges about the potential impact on the MCR due to Provincial government legislative and policy changes, it will be posted to our project website and notifications will be sent out to all individuals that have signed up for updates.<br></p><h2>

The effect of the amendment will be to begin the process of bringing the County Official Plan into full conformity with the provincial Growth Plan for the Greater Golden Horseshoe in accordance with Section 26 of the Planning Act. This amendment will primarily be to introduce or update policies relating to settlement hierarchies, population and employment growth forecasts, density and intensification targets, identification of Major Transit Station Areas and to establish policy frameworks for managing new growth areas and future settlement area boundary expansions.</p><p>Throughout the MCR process, the County has been engaging and consulting with relevant stakeholders, holding more than 70 meetings with member municipalities, provincial agencies, Indigenous communities and other key groups.</p><p>This is the first phase in a multi-phase approval process. Future MCR work is required to be completed to address additional MCR components as outlined in the Growth Plan for the Greater Golden Horseshoe. These include identifying Settlement Area Boundary Expansions, designating Employment Lands, planning to mitigate and adapt to the impacts of climate change, watershed planning, and refining the mapping for both the provincial Natural Heritage System and Agricultural System.</p><p>When new information is available relating to the Ministry's timelines for processing and approval of OPA No.7, and further clarity emerges about the potential impact on the MCR due to Provincial government legislative and policy changes, it will be posted to our project website and email notifications will be sent out to all individuals that have signed up for updates.<span style="font-family:oswald, sans-serif;font-size:1.236em;font-weight:bold;"></span><span style="font-size:1em;"></span><span style="font-size:1em;"></span><span style="font-size:1em;"></span></p><p></p><p></p><h2 style="font-size:1.236em;font-weight:bold;">
BACKGROUND INFORMATION<br></h2>
<p></p><p>The County is undertaking a Municipal Comprehensive Review (MCR) in accordance with the Provincial Growth Plan,
<em>A Place to Grow: Growth plan for the Greater Golden Horseshoe (Office Consolidation 2020)</em>.
<br></p><p>The MCR is a specific planning process used to bring an Official Plan (OP) into conformity with the Growth Plan. It establishes the overall pattern of development and environmental management in the County and sets the stage for more detailed local planning. The MCR will apply to the 16 Local Area Municipalities in the County, and excludes the Cities of Barrie and Orillia, both of which are separated Cities.<br></p><p>Various policy matters are impacted by the MCR and will result in updates to the County OP. One of these updates will deal with growth management, because the County is required by the Province to plan for a population of 555,000 and 198,000 jobs by 2051. A key component of the work being undertaken in this regard is a Land Needs Assessment to determine how much growth can be accommodated in the existing settlement areas and whether additional land is needed.<br></p><p>The MCR will also include a review of Provincial policies and plans on the following matters, with the product of the review being the preparation of topic-specific technical reports and recommendations to address: </p><ul><li>refinements to the provincial natural heritage system;</li>ports
<li>refinements to the provincial agricultural land base;</li><li>growth management;</li><li>employment;</li><li>climate change; and</li><li>watershed management.<br></li></ul><p>The County awarded the MCR contract to Hemson Consulting (Hemson). </p><p>Hemson as the lead consultant has put together a multi-disciplinary team of professionals to address the various components of the MCR as follows:<br></p><ol><li>Provincial Natural Heritage System Review and Refinement – North South Environmental Inc.</li><li>Provincial Agricultural System Review and Refinement – DBH Soil Services Inc.</li><li>Employment Strategy – Hemson Consulting and Cushman Wakefield</li><li>Climate Change Strategy – Hemson Consulting and Laura Taylor Designs</li><li>Watershed Management Strategy – Wood Environmental & Infrastructure Solutions Inc. </li><li>Growth Management – Hemson Consulting</li><li>County Official Plan Amendment(s) - Meridian Planning</li><li>Communications Strategy – The Planning Partnership, Meridian Planning, and Nbisiing Consulting<br></li></ol><p>The MCR will be implemented through a County Official Plan Amendment or Amendments, with each having to be approved by the Ministry of Municipal Affairs and Housing, after first being adopted by County Council.
<br></p><p>The MCR will be completed by working collaboratively with County staff. Engagement during the MCR process will ensure that the Province, Local Area Municipalities, Indigenous communities, County Council, Conservation Authorities, the general public, and other stakeholders are informed of ongoing work and technical reports and material as it becomes available. Stakeholders will be involved throughout the MCR to understand and review the mapping and recommendations from the various technical inputs.<br></p><p>The County is committed to respectful, meaningful and collaborative engagement with First Nations, Métis and Indigenous communities throughout this process to understand interests, rights and views. DESCRIPTION OF TECHNICAL STUDIES
</h2><p>The work includes a number of technical studies. The work for each of the technical studies will be done in three phases. Phase 1 includes the review of existing information, including mapping. Phase 2 includes refinements to mapping and preparing draft recommendations. Phase 3 includes the preparation of the topic specific technical reports that will include final recommendations and mapping. This keeps our staff and member municipalities very busy processing a substantial number of development applications annually.<br><br>The County is involved from two perspectives. First, the County is the approval authority for all local municipal official plans/amendments, as well as for subdivisions and condominiums for the Township of Severn and Township of Tiny. Second, the County is a commenting agency to ensure County interests and by-laws are appropriately addressed. The intent is that an individual proposing development must demonstrate that the development will not negatively impact the features and functions for which an area has been identified. Such studies must be completed by a consultant qualified to make such determinations and an explanation of these qualifications must be appended to any submitted study.<br><br>The County works in partnership, through agreements, with the Nottawasaga Valley Conservation Authority, the Lake Simcoe Region Conservation Authority and the Severn Sound Environmental Association, and also with our member municipalities to avoid duplication of the production and content of EIS's.<br><br>Where the Local Municipal Official Plan is in conformity with the County of Simcoe Official Plan, the responsibility for the approval and implementation of an EIS rests with the approval authority for the development application. Growth Information | Growth Information | <h2>Population & Employment Growth</h2><h3>Simcoe County Land Budget<br></h3><p></p><p></p><p>The County is expected to continue to
experience population and employment growth over the next thirty years. Wise
growth management practices will assist municipalities to balance growth
in a sustainable and coordinated manner. The County Official Plan is in part,
the County's growth management strategy, which is closely linked with its
strategies for guiding growth and development while protecting the environment and
agricultural lands, managing resources, and outlining a structure that supports
complete communities.</p><p>To support the County's growth management and conservation strategies,
the County of Simcoe has worked with its municipal partners to update the
Simcoe County Land Budget. The Simcoe County Land Budget is a planning
tool used to assist the County and its member municipalities to sustainably
accommodate population and employment growth. The County Land Budget has been
in development since 2008, and has evolved to accommodate changes in relevant
policy and adopt new data collection techniques.<br></p><p>The County Land Budget was updated in January 2017 to incorporate the
2016 Census population figures along with current development and land supply statistics. This data was prepared to determine the
current municipal growth status with respect to the 2031 population and employment
forecasts identified in <em>Schedule 7 to the Growth
Plan for the Greater Golden Horseshoe (2017)</em>. The Residential Land Budget has been further
updated such that it is current as of December 31, 2019. </p><p>On August 28, 2020, the Province released <em>A Place to Grow: Growth Plan for the Greater Golden Horseshoe, Office
Consolidation 2020, </em>and the associated<em> Land
Needs Assessment Methodology for the Greater Golden Horseshoe (2020)</em>. Schedule 7 to the previous 2017 and 2019
versions of the Growth Plan has been removed, and the planning horizon within Schedule
3 Distribution of Population and Employment for the Greater Golden Horseshoe was
changed from 2031/2036/2041 to 2051. </p><p>The policies of the Growth Plan 2020
require that upper-tier municipalities complete a Municipal Comprehensive
Review (MCR) and that the population and employment forecasts contained in
Schedule 3 or such higher forecasts as established by the upper-tier through
its MCR, be used for planning and managing growth to the horizon of the Plan
being 2051. The County through its MCR
will utilize the Province’s Land Needs Assessment Methodology to assess the
quantity of land required to accommodate forecasted growth in each lower-tier
municipality as determined through the MCR which numbers will be incorporated in the updated County Official Plan to be approved by the Province. </p><p>It is noted that the existing 2019
Residential Land Budget and 2017 Employment Land Budgets have not been prepared
in accordance with the current provincial Land Needs Assessment
Methodology. These County Land Budget
documents are a snapshot in time and offer insight into the current inventory of
development land available in each municipality to accommodate both population
and employment growth. The documents are planning tools
that may be utilized by County and lower-tier planning staff in the assessment
of development and policy related Planning Act applications. <br></p><p><br></p><h3>Data Collection & Analysis </h3><p style="text-align:left;">Data used for the Residential and Employment County Land Budgets was sourced from, and in partnership with, the County's municipal partners. The data gathered is a compilation of planning applications as well as an analysis of lands designated for population and employment growth. Each land budget is accompanied by a document - referred to as a methodology - which provides a detailed explanation of the process and assumptions involved in Land Budget data collection and analysis. These methodology documents, and the data which underpin each Land Budget, will be reviewed periodically to incorporate that which may be necessary. <br></p><p style="text-align:left;">The 2016 Residential Land Budget methodology is titled <a title="Link to a PDF copy of the Simcoe County Land Budget Data Collection and Analysis - Phase 1: Population Growth document" href="/Planning/Documents/Simcoe%20County%20Land%20Budget%20Methodology%20-%20DEC%202015.pdf" target="_blank">Simcoe County Land Budget Data Collection and Analysis - Phase 1: Population Growth</a><em> </em>(Updated December 2015).
