County Road 21 Innisfil Beach Road Project

About the Projects:​

The Innisfil Beach Road (IBR) Improvement Project is a significant joint initiative being led by the County in partnership with the InnService Utilities Inc. (Town of Innisfil). 

The project includes multiple phases and there are also additional projects occuring along CR 21 widening project from 20th Sideroad to County Road 27​ to further improve the flow of traffic. 

The improvement includes widening of the road from two to four lanes, storm water enhancements, and an active transportation multi-use trai​l that will link Alcona to the Innisfil Campus and extend to the intersection of Industrial Park Road / Commerce Gate.​ Utility work being completed will enable the Town of Innisfil to service new Economic Development lands and infrastructure, which will support job creation and our regional economy.

​​​​​There are also intersection improvements occurring at CR 21 and the 20th sideroad​ as part of a separate project. 

​​Timelines:​

IBR PHASE 1:​ Phase 1 of the project was successfully completed in the fall of 2023. As part of the ongoing efforts to enhance the surroundings, some minor landscaping work are scheduled for spring 2024.

IBR PHASE 2: ​Phase 2 construction will begin in summer of 2024, specifically situated between CR 4 and CR 54/10th Sideroad. This extensive project will span over two construction seasons, with a completion date in 2025. The scope of this project encompasses various essential components:

  • expansion of CR 21 to four lanes, two in each direction
  • addition of a 1-meter flush median
  • improvements to stormwater management and drainage systems
  • establishment of a multiuse trail
  • replacement of the Lover's Creek culvert 
  • installation of water and sewer mains and services for InnServices

​​​​​Intersection Improvements - CR 21/20th Sideroad: ​In conjunction with the IBR Project, the County is also making intersection improvements at CR 21 and 20thSideroad in Innisfil in 2024.  This work will occur over two construction seasons, achieving completion in 2025.  CR 21 will be widened to 4 lanes and tie into the new multi-use trail on CR 21 and the existing multi-use trail on the north leg of 20th Sideroad.  Work includes installing:

  • ​curb, gutter and stormwater improvements
  • two sets of traffic signals at the north and south legs of 20th Sideroad
  • pedestrian crossings
  • raised centre median along CR 21
  • sewer main for InnServices​​​​​

IBR PHASE 3: Phase 3 limits, spanning from CR 54/10th Sideroad to Industrial Park Road/Commerce Gate, are part of an upcoming development project slated for completion in 2026.​

IBR PHASE 4: Phase 4, which spans from CR 53 to CR 27, is part of the ongoing development plan with a completion date in 2027.

​Impacts to Drivers and Neighbours:

More information regarding projects coordinated by the County will be​ shared closer to the start of the 2024 construction season.

​County's Commitment and Experience:​

Investing an average of $70M annually in road enhancement projects across the region, the County successfully completed a similar project between Barrie and Angus in 2021, where Highway 90 was expanded from two to five lanes.​
