County landfill properties and willing vendor industrial-zoned sites were included in the scope of properties reviewed in the site selection process. Many of these sites were excluded in Screen 1 based on their size, distance from the centre of waste generation, and groundwater conditions. Land use and zoning was a consideration in Screens 2 and 3 – along with several other environmental, technical, and social criteria. This criteria was not exclusionary but rather used to assess whether a site offered an advantage in this regard.
One of the short-listed sites (located at 540/528 Penetanguishene Road, Springwater), had areas zoned General Industrial/Outside Storage (MO). This was considered in the final comparative evaluation.
