One of the components of the County's Municipal Comprehensive Review (MCR), is a Watershed Planning (WP) component to inform growth planning, which will include formulation of the Water Resource System (WRS). A Natural Heritage System (NHS) Review will be concurrently conducted and integrated with the WP and WRS.
The Draft Provincial Watershed Planning guidance document “Watershed Planning in Ontario – Guidance for Land-use Planning Authorities", 2018, as well as the Growth Plan and Greenbelt Plan, acknowledge the concept of information in existing documents being deemed to be “equivalent" and thereby offering the opportunity for re-use in supporting growth planning. As such, the WP for the Simcoe MCR will be considered an “equivalent" document building upon existing databases and knowledge, particularly from area Conservation Authorities and Local Area Municipalities (LAMs).
Information from the past studies and other on-going work will be reviewed to support the area characterization and used to inform growth scenarios, leading to management guidance at the tertiary and quaternary watershed scales.
The Watershed Plan Equivalent will provide insights into high-level constraints, best practices, management requirements and future studies. Furthermore, through the study's overall consultation program, the Watershed Plan Equivalent document will summarize stakeholder-driven issues, particularly in priority growth areas, as defined by Simcoe and the Local Area Municipalities.
