What is Residents’ Council?

​A Residents’ Council is an independent, self-determining group made up of only residents of a long-term care home. The Council is intended and designed to form the collective voice of all residents who reside in​ the LTC home, whether they attend meetings. All residents have the right to participate in the Residents’ Council.

The Council meets regularly and offers residents opportunity to be informed about upcoming events and updates to the home, discuss suggestions and offer advice about life here. Meeting times are posted in home area activity calendars. Minutes of each council meeting are also posted in each home area and/or main lobby of the home. Please reach out to the Program and Support Services team for more information.

The goal of Family Council is to improve the quality of life, care, and independence for all Residents. This is achieved by promoting an atmosphere of sensitive caring and support among staff, friends, and family members. We are an organized, self-led, self-determining, democratic group composed of family and friends of the Residents of Trillium Manor with the intent to give families and friends a forum for sharing their experiences, learning and exchanging information.

Here are some of the ways that Family Council enhances the Home:

  • Facilitates communication and promotes partnerships with the Home, staff and residents
  • Information and education (including guest speakers)
  • Networking and social opportunities

Please consider coming to a meeting to see what it’s all about! Family Council meets at 1:30 p.m. on the second Thursday each month (July, August and December excluded) 

Mission Statement
We are an organized, self-led, self-determining, democratic group composed of family and friends of the Residents of Trillium Manor with the intent to give families and friends a forum for sharing their experiences, learning and exchanging information.

Family Council Participants and Participation of others

  • Family Council Participants consist of the Chairperson (Chair), Secretary, Treasurer and Participants
  • ​The Chair shall preside over all meetings. In the event of his/her absence, the Secretary shall preside
  • The Secretary shall record and distribute the minutes of each meeting and maintain the minutes as a permanent record. Prior to circulation of the minutes, the Secretary shall review the minutes with the Participants for accuracy. Draft minutes are reviewed and approved at the following meeting. Draft minutes are posted at the Family Council Board
  • The Chair shall act as a liaison as needed between the Family Council and the facility staff to request information and/or action. In the event of his/her absence, the Secretary shall preside
  • If Chair, Secretary or Treasurer can no longer perform his/her duties, the other participants of Family Council shall vote and approve another participant in that role to serve out the remainder of the term
  • ​A quorum shall be made up of 3 members. Decisions made by majority vote
  • All family and friends of residents are welcome to attend any meeting of Council at any time. Everyone who participates regularly is considered a member
  • Also, encouragement is extended to the continued participation of friends and relatives of residents who have passed away who can also share their knowledge and experience
  • Administrative support is provided to the Family Council by a staff member designated by Simcoe Manor. He/she is a non-voting participant of Family Council

Participation at Council Meetings
Use of available technology is set up at regular Council meetings to allow individuals to participate. Council Conference information is posted on the bulletin board and Family Council County Website.

​Selection of Chair, Secretary or Treasurer
Selection of Chair, Secretary or Treasurer will be filled on an as needed basis.

Amendments
​Amendments may be made to these Terms of Reference at any regular meeting of the Family Council, by a two-thirds vote, providing the suggested changes have been identified and discussed at the previous meeting.

Fundraising
Family Council supports raising funds for the home to specifically support the Gift-A-Life Bus Fundraiser and the Music Therapy program. Music Therapy provides small group music sessions to residents which support creativity, expression, language and skills. Over $7,000 has been donated towards Music Therapy as a result of advocacy from this group. (A receipt will be issued for donations to these programs).​

Trillium Manor History


Trillium Manor was built by the Ladies Orange Benevolent Association, Ontario West in 1969 as a Charitable Home for the Aged. At that time the Ladies Orange Benevolent Association named the facility Trillium Home for the Aged. Accommodation consisted of 37 semi private rooms with central core washrooms. Sixty three independent residents were admitted.

The care requirements for these independent residents were very light; therefore, staffing consisted of one RN, one HCA and one housekeeper laundry person plus the Administrator. The Ladies Orange Benevolent Association elected board members who were responsible to oversee the operation of Trillium Home for the Aged. These Board members were very dedicated people who travelled from different parts of Ontario for their meetings.

Planning for the future the Administration applied for and received the conversion of 50 residential beds to 50 extended care beds. This allowed for heavier care residents to be admitted and an increase in the staffing levels. The bed complement was increased to 72.

In 1987, the garage at Trillium Home was converted to a laundry with industrial washers and dryers to accommodate the laundry requirements of the residents.

Trillium Home for the Aged was purchased by the Corporation of the County of Simcoe in 1989 changing the Home's status from charitable to municipal. The name was changed to Trillium Manor, Home for the Aged in keeping with the three other County Homes.

Between 1994 and 1996 Trillium Manor was involved in a major redevelopment project. This project consisted of a new expansion and a complete retrofit of the existing building for a total of 122 beds. The redevelopment created four separate units with semi and private rooms all with ensuite washrooms, a special care unit for the cognitively impaired, a 100 percent barrier free environment and an expansion of the kitchen, laundry and maintenance areas. On completion of the expansion and retrofit, the 50 residents from Hillcrest Lodge were transferred to Trillium Manor and Hillcrest Lodge in Orillia was closed. The newly built auditorium at Trillium Manor was named Hillcrest Hall in honour of the closing of Hillcrest Lodge, which had been a long established facility for seniors, in the city of Orillia. The grand opening ceremonies were held November 16, 1996 with residents from Trillium Manor and Hillcrest Lodge in attendance.

The programs and services of the Manor are regulated by the Residential Services Branch of the Ontario Ministry of Health. The Manor is "accredited" by Accreditation Canada and is a full member of the Ontario Association of Non-Profit Homes and  Services for Seniors.​​​
