County Council supports major long term care and seniors services campus redevelopment


Midhurst/ June 9, 2020 – County Council approved a plan today, to proceed with a significant redevelopment of Simcoe Manor and Village in Beeton into a leading long term care and seniors services campus, and further meet the needs of seniors in southern Simcoe County. The campus will provide additional long term care beds, supportive seniors housing units and programs, an expanded continuum of care and living options, and a wide range of community services for older adults in one convenient location, allowing residents to age in place and receive the services and support they need as their care requirements change.

The new community will be modelled on the highly successful, provincially recognized and awarded Georgian Village campus in Penetanguishene, opened by the County in 2013. The Georgian Village model provides a continuum of care, housing and program options for residents living in the facility as well as seniors living independently in the community.

In April 2020, the County agreed to purchase a 20.6-acre property adjacent to the existing Simcoe Manor and Village facility for this future redevelopment and expansion, which will allow the facility to stay in Beeton. Its design will consider safety and preventative measures related to infection control and any new provincial regulations/directives as a result of the COVID-19 pandemic. The COVID-19 pandemic has reinforced the significant needs in long term care and seniors services across Ontario and Canada, and the redevelopment of Simcoe Manor is one important solution the County is pursuing with the Province to meet these urgent needs and requirements.

Simcoe Manor and Village is one of four long term care and seniors services facilities owned and operated by the County of Simcoe, located in Beeton, Collingwood, Orillia and Penetanguishene. Simcoe Manor and Village has existed in Beeton since 1898 and has undertaken multiple renovations. Currently, the Manor consists of 126 long term care beds and 32 self-contained supportive living apartment units as part of Simcoe Village. The redevelopment plans will result in a in a 160-bed long term care home, (additional 34 new beds), and more than 170 seniors housing units/homes (140+ new) and adult day program space for seniors with varying levels of care and support needs. 

The County of Simcoe has established a high benchmark for seniors care in Ontario, and as a premium operator of long term care homes, its design and operations of other seniors facilities demonstrates its strength in this important area. County Council's vision and commitment have made excellence in seniors care a priority for this region. The County's adult lifestyle communities, such as the Georgian Village and Sunset Village, offer a smart, targeted and innovative approach to support our residents as they age, providing efficient, comprehensive and accessible services and amenities within a safe and welcoming community environment.

The County will continue dialogue with the Province and submit requests for capital funding and additional monies for long term care and seniors services bed/unit allocations over the coming months to support this important redevelopment project. The Province of Ontario is a critical partner in this project and the County of Simcoe has proven to the community its commitment to provide the best seniors care and highest standards of excellence.

Simcoe Manor and Village Redevelopment Quick Facts:

  • The County operates four long term care and seniors services facilities (serving 1,300 residents) and provides additional regional programs to older adults including regional behavioural support and telemedicine coordination to all 29 long term care facilities in our area, age-friendly community initiatives and adult day programming
  • As a proven operator, the County is Accredited with Exemplary Standing by Accreditation Canada (2016)
  • The redeveloped Simcoe Manor will replicate the award-winning Georgian Village campus model, which received the AMO - PJ Marshall Innovation Award (2014) and OANHSS - Innovation and Excellence Award (2017)
  • The County anticipates that the redevelopment will result in a in a 160-bed long term care home, (additional 34 new beds), and more then 170 seniors housing units/homes (140+ new) for seniors with varying levels of care and support needs. Housing unit types include: Life Lease Suites, Market Rental Apartments, Retirement Living, Life Lease Garden Homes, Rental Town Homes, Affordable Housing for Seniors, Supportive Housing, Co-housing rentals
  • The campus plans, covering 438,558 sq. ft., will include a range of amenities, potentially including: health/medical services, pharmacy, dental, restaurant/dining/cafe, retail, salon, exercise area, and outdoor recreation options, among other services and programs for residents and older adults living independently in the community. There is also opportunity to work with local sector partners on use of space and training options
  • Total cost of the redevelopment project is expected to be $177 million over three to four years
  • Estimated net new jobs to be 57, not including construction jobs and other local economic impacts (Simcoe Manor and Village currently employs 220 people)
  • The preliminary timeline is to receive occupancy in late 2023 to early 2024 (subject to change)
