The Environmental Resource Recovery Centre is currently under development at 2976 Horseshoe Valley Road West, Springwater. This facility will house the Organics Processing Facility (OPF), Materials Management Facility (MMF), and areas for truck servicing, public education, and space to potentially sort blue box recycling in the future. 

Project Update


On June 27, 2017, County Council received Item CCW 17-174 which provides details on two recent pieces of legislation that could potentially impact project timelines for development – Growth Plan 2017 and Bill 151 – the Waste-Free Ontario Act.  The report also provides an update on business case developments for both the OPF and MMF and the Planning approvals process currently being furthered for the preferred site.

Planning Process

On November 18, 2016, applications were submitted to the Township of Springwater to further the required local Official Plan and zoning by-law amendments for 2976 Horseshoe Valley Road West, Springwater. These applications and a County-initiated County Official Plan Amendment will now follow the process as outlined in the Planning Act.  Please note that technical studies that have been undertaken are posted on the County's Planning webpage. The required information has also been provided to the appropriate ministries, agencies, and Aboriginal communities for their respective review and comment.
