About Emergency Management

Emergency Management Program

The County’s emergency management program encompasses both emergency planning and the administration of 9-1-1 services with the aim of fostering disaster resilient communities ready to meet the challenges of emergencies that arise in municipalities in our region.

The program is built upon the five pillars of community emergency management (prevention, mitigation, preparedness, response and recovery) to meet legislated requirements under Ontario's Emergency Management and Civil Protection Act.

Under the Emergency Management and Civil Protection Act, every municipality must have an established emergency plan in order to respond to emergency incidents. In  accordance with the Act, each plan is reviewed, tested, and revised annually.


The Emergency Operations Centre (EOC) is the facility where the Municipal Emergency Control Group assembles to manage the response to emergency situations.

The EOC's primary concern is to maintain essential services while experiencing potential workforce shortages as a result of emergency conditions.  Detailed operating procedures have been developed for the EOC including, but not limited to:

  • Operating procedures for normal business hours
  • Control of access to the EOC and other security provisions
  • Public health emergency screening and infection control
  • Protocol for notifying assisting organizations and individuals
  • Alternate back-up procedures
