Source Protection Plan Implementation - County Initiated Official Plan Amendment
The County, along with our member municipalities, are required to ensure all municipal decisions, including planning approvals, are in conformity with the Source Protection Plan as of the in-effect date. All municipal planning documents must be updated to conform with the Source Protection Plan within 5 years of the in-effect date.
To assist with rural municipalities in preparing to implement source protection plans, the Province of Ontario through the Ministry of the Environment and Climate Change (MOECC) announced a Source Protection Municipal Implementation Fund in May 2013 as one-time funding to offset a portion of the costs.
County has retained MHBC Planning to assist in the development of source protection policies for incorporation into the County Official Plan.
A background report was prepared which includes a review of the South Georgian Bay Lake Simcoe Source Protection Plan, other upper tier planning policies, and existing County and local tier planning policies. Section 7.0 of the background report contains recommendations for the County to consider. As the County does not provide drinking water services as that is the responsibility of the local municipalities, the recommendations reflect the need for high level, broad policies to be incorporated into the County's Official Plan. It is recommended that implementing policies focus on the following areas:
- Water quality and quantity
- Provincial Policy Statement
- Criteria for a change in land use at the County level (Official Plan Amendment)
- Local municipal Official Plan Amendments
- Public Works
- Growth Management
Following the completion of the background report, a set of draft policies that will form the basis of an Official Plan Amendment to the County Official Plan was prepared. As required under the Planning Act, the County will provide Notice of an Open House and Public Meeting to obtain input on the proposed policies. After this public consultation period, staff will review the comments received and revise the draft policies as necessary and then bring the amendment to County Council for consideration.
Ministry of Municipal Affairs and Housing (MMAH) is the approval authority for County Official Plan Amendments.
Open House and Public Meeting regarding Source Protection Plan Implementation - County Initiated Official Plan Amendment
The County of Simcoe hosted an Open House and a Public Meeting regarding the Source Protection Plan Implementation Amendment to the Simcoe County Official Plan.
The Open House was held on Tuesday, May 26, 2015 at the Simcoe County Museum, and the Public Meeting was held on Tuesday, June 9, 2015 at the Administration Centre. Please see the Statutory Notice for more information.
