The County of Simcoe has received a complete draft plan of subdivision and draft plan of common elements condominium application for the subject lands.
The subject lands consist of approximately 23.5 hectares (58 acres) and are currently vacant. The property is situated east of Port Severn and has frontage on Narrows Road, Russell Drive and the Severn River (Trent-Severn Waterway). Shoreline residential development abuts the property to the west and the east. A large percentage of the property is wooded and contains wetlands and rock barrens in various locations. A watercourse feature traverses the southeast corner of the property draining into the Back Bay of the Gloucester Pool - Severn River.
The purpose of the Draft Plan of Subdivision and Draft Plan of Common Element Condominium applications is to permit the development of a shoreline residential plan of subdivision and associated common elements condominium on the subject lands. A total of 14 residential lots with a new common element condominium road and common element amenity block to provide access to the water and communal docking facilities are proposed. Lots 1 through 7 would be accessed via a proposed new private common element condominium road. Lots 8 through 14 would be accessed via existing municipal roads. The lots are proposed to be developed on private individual wells and septic systems.
Land Use Designation and Zoning
The subject lands are designated "Rural and Agricultural" on the in-force Schedule 5.1 Land Use Designations to the County of Simcoe Official Plan (Office Consolidation August 2007) and "Rural" on the proposed Schedule 5.1 Land Use Designations to the proposed modified County of Simcoe Official Plan (Revised December 2012 as endorsed by Council on January 22, 2013). Resource-based recreational activities (including recreational dwellings) are permitted in the Rural designation.
The property is designated "Rural", "Shoreline Residential" and "Environmental Protection Area" on Schedule A North Land Use to the Township of Severn Official Plan. The Applicant previously submitted an application to the Township of Severn to re-designate the subject lands to "Shoreline Residential" and "Environmental Protection Area" which application has been appealed to the Ontario Municipal Board (Board File PL150968).
The lands are currently zoned Rural (RU) and Environmental Protection (EP) in the Township Zoning By-law. An application has recently been submitted to the Township of Severn to zone the lands Shoreline Residential Non-serviced Exception (SR2-xx), Open Space Exception (OS-yy), and EP Exception (EP-zz) in support of the proposed subdivision/condominium.
County of Simcoe staff has commenced review of the application and has circulated the application materials to the prescribed persons, public agencies and aboriginal communities for review and comment.

Appeal to the Ontario Municipal Board
On December 15, 2016, the County of Simcoe received a Notice of Appeal from Davies Howe Partners LLP on behalf of 2115441 Ontario Inc. regarding the County's non-decision on the Draft Plan of Subdivision and Draft Plan of Common Element Condominium applications. The County has compiled the necessary appeal documentation record which has been forwarded and received by the Ontario Municipal Board (OMB) in accordance with the Planning Act and its regulations. The OMB has assigned Case Number PL150968 and File Number is PL161279 to these appeals. Related OMB File Numbers are PL161280 and PL161298.
